Bio: 

Mr. Mokoena France is the Director (a.i.) of Lesotho Meteorological Services (LMS) since Sept 2020. Before assuming this responsibility, he headed Climate Change and Atmospheric Science Unit of LMS since 2015, which coordinates and leads all climate change and ozone layer depleting substances phase-out activities in Lesotho. Mr France has expertise in climate change scenarios development, climate monitoring, climate data analysis and management, computer programming for climate data analysis and visualization, and development of climate services products. He led the Third National Communication Climate Change Scenarios Development Task Team, NAP Formulation Readiness Proposal to GCF, and development, dissemination, and implementation of Lesotho’s National Climate Change Policy. Mr France joined LMS in 2004 and in 2015 he worked for African Centre of Meteorological Application for Development (ACMAD) as Senior Thematic Expert – Climate Change under Monitoring for Environment and Security in Africa (MESA) project.

Mr. France holds MSc in Applied Meteorology and Climate with Management from University of Reading in the UK and BSc in Mathematics and Computer Science from The National University of Lesotho, in Lesotho.
